⚖️ Legal basis: who requires certification and why?

The obligation to undergo certification and comply with qualification standards is regulated by the key legal and regulatory acts governing the construction industry of the Republic of Kazakhstan:

Law of the Republic of Kazakhstan “On Architectural, Urban Planning and Construction Activities in the Republic of Kazakhstan”: carrying out professional activities by engineering and technical personnel without a valid qualification certificate constitutes a serious violation of the law.
Order No. 734 of the Ministry of National Economy of the Republic of Kazakhstan dated November 26, 2015: “On Approval of the Rules and Permit Requirements for the Certification of Engineering and Technical Personnel Involved in the Design and Construction Process” (defines the requirements for specialists’ education and work experience).
Supervisory Authority: the presence of certified engineering and technical personnel on staff is verified by the State Architectural and Construction Control Department (GASK), as well as by the relevant authorities when issuing construction and design licenses.
